Cell fracture not working in 2.8 Basics & Interface Blender Artists
Try putting a particle system on the object. When the fracture tool is set to "own particles", it will use any particle system you put on the object to control the number of fragments. If that still doesn't work, try setting the fracture to "own verts", it can have a different behavior and sometimes, that solves the bug.

1 Maybe that's because the Fractured Cube was moved to the second layer (if you were in the first one). The Cell Fracture Addon with the default settings move the fractured object to the next layer.

You can also triangulate with "ctrl+t" and do a tri-to-quad with "alt+j" to convert the ngons (cell fracture probably works with ngons, but it can be nice to convert them). Use zero recursion level. Try using the solidify modifier and try again. If you really really want to avoid changing your mesh, another option is to add another material. With outside and inside material, blender should have an easier time to calculate the fractures properly. And finally, sometimes cell fracture works better with bigger objects.
