Generally, filing cabinets are mouse-proof. However, if they have holes or spaces, mice will be able to get in. If the hole is small and the material for the cabinet is something mice can chew through, they will get in. If the material for the cabinets is tough and therefore too difficult for mice to chew through, you do not have to worry.
