There's basically two reasons for bringing an Arbalest: mark synergy and Battlefield Bandage. Sniper Shot is okay on its own (support hero damage but good ACC) but with a mark it gets the highest CRIT in the game and pretty good damage to back it up. Battlefield Bandage is purpose-made for removing the risk from off-healers (same as Battle Heal).

Arbalest is the only off-healer that works particularly well in rank 4 and she happens to be the strongest of the "weak but consistent" variety of off-healers, enough so that people occasionally put her second to Vestal (though IMO Occ and Flag are both better).. Best team for Arb is Arb/Occ/HM/BH. Here, the Arb, BH, and HM all have mark damage synergy, and the super-speedy Occultist can apply marks liberally to enhance your team. Having the Arbalest as a secondary healer offsets the main disadvantage to the Occultist. I used Arb/PD/HWM/Hel in most of the Crimson Court missions and it worked pretty well.
